The Project for a New American Century (PNAC) springs to mind,

• with it’s jingoistic plan to accomplish global domination through hegemony,
• • with contingency plans of mass distraction via manufactured catastrophes to problem-reaction-solution up more unaccountability for the government / military industrial complex / PNAC to carry on unchallenged,
• • • recognising the threat to their plans was not from competing countries and their militaries, but from the people.
